Every phase of your application journey can be shown to different applicants. If you want a phase to be accessible only for enrolled students — the pupils already on roll at your school — and not for new applicants, you control this using phase filters.
It is not possible to set this level of filtering at step level, so to allow only enrolled students to see a step, the step would need to exist within a new phase where a filter has been applied.
